questions are: What are the qualities of the growth
that we want to encourage? Where will the ideas
that drive our growth agendas come from? How do we
create a safe environment so creative ideas can find their
place in the public discussion? To whom will our
leadership turn, for the library of ideas they will rely on
to make decisions that will define our area's
infrasturctures?

site calls on the members of s our Community to participate in creating
the visions that will serve as the library of ideas.
It will serve as a library of resources for our local policy
makers.
The essays that appear on this Web site are anonymously
written by community members, who have particular interest
in the category they have selected. Each author has
selected a pseudonym. The Judgments
and discussion that each essay causes within the
community will be on the quality of ideas and not on
personality.
*Each essayist will be encouraged to link
their essay to suggested resources. We will install
them as links to their
topic. Each writer will give a profile
of her/him self while keeping themselves Anonymous.
*Each
essay will appear on this site as text and audio file.

will be no copyrights to any information on this site.
*The Federalist
Papers (18th century, U.S. History) drove the discussion and
planning that whirled around the Constitutional Convention
in 1787. They were written anonymously
*You are invited to
select a category (see left column) and create an essay of
any length. It will be entered in that category you
have selected. Note: your
essay will be anonymous.
*No one will know
the identity of the authors of particular essays except : Tom
Meinhover.

Why use the anonymous
format?
The Federalist Papers
The Federalist Papers were a series of articles written
under the pen name of Publius by Alexander Hamilton, James Madison,
and John Jay. Madison, widely recognized as the Father of the
Constitution, would later go on to become President of the United
States. Jay would become the first Chief Justice of the US Supreme
Court. Hamilton would serve in the Cabinet and become a major force
in setting economic policy for the US.
The entire purpose of The Federalist Papers was to gain
popular support for the then-proposed Constitution. Some would call
it the most significant public-relations campaign in history; it is,
in fact, studied in many public relations classes as a prime example
of how to conduct a successful campaign
Our Ottertail 2050 essays, written anonymously, will give
you ,the essayist, the freedom of expression to develop your ideas
without your identity being discussed. Who you are is irrelevant,
but what you have to say is the essence of this community project..

1. For the introduction, write the thesis statement and give some
background information.
2. Develop each supporting paragraph and make sure to follow the
